Oliver Howley is a Partner at Proskauer and Co-Chair of the firm's Technology Strategy Committee, advising new entrants and established leaders in the AI market across Europe and the US.

In 2026, The Lawyer named him one of the 100 most impactful lawyers in the UK and described him as "among a small group of advisors shaping how AI is built, bought and governed in practice." That same year, he won the Financial Times’ European “Innovative Practitioner” award for his work in the AI industry. Over the past 18 months, Oliver has advised on the launch of 18 AI products, negotiated AI licensing arrangements with individual values of up to $200 million, supported the nine-figure procurement of GPU and CPU capacity for model training and inference, conducted due diligence on billion-dollar frontier model developers, and helped clients develop and implement enterprise-wide AI policies and governance frameworks - including the review and onboarding of more than 130 AI tools.

While based in London, Oliver spends significant time in New York and the Bay Area. His clients include leading AI developers (e.g., Perplexity, Deliveroo, PhysicsX), enterprise users (e.g., MGM Resorts, Diana Shipping, the WTA), data rights holders (e.g., Midpage AI), and private equity and venture capital investors (e.g., Hg, Atomico, Balderton Capital).
